The Massachusetts Commission for the Blind (MCB) is seeking a dynamic leader to supervise and monitor case management activities of Qualified Vocational Rehabilitation (VR) counselors and a Children’s Services Worker who deliver direct and purchased services in the southeastern region of the state. The selected candidate will assist the Regional Director of the Southeastern region in the overall planning, development and operation of the VR and children’s service programs which are directed toward the rehabilitation of consumers who are legally blind.

To be successful in this role, our applicant must have the ability to guide staff in identifying consumers’ service needs and goals, have the capacity to exercise independent decision-making while drawing from a rehabilitation/social service knowledge base and knowledge of agency practices, and have the ability to learn and apply state, federal and agency guidelines to properly procure purchase of services for consumers.

Duties and Responsibilities (these duties are a general summary and not all inclusive):
•Oversee the delivery of specialized services to assigned caseloads in the region and directly provide services as needed.
•Provide supervision in the form of individual case reviews, staff conferences and individual case consultation on VR, pre-employment transition services, and children's services cases in the southeastern region.
•Assign, monitor and review cases to ensure that records are accurate, complete, achieve agency goals and conform to prescribed federal, state and agency mandates.
•Assist the Regional Director in the development and monitoring of the regional budget as it pertains to VR and children’s service programs. Assure clear flow of communication with staff, consumers and within the regional service network.
•Compile statistics and prepare periodic reports as they relate to VR and children’s services.
•Assess local and regional consumer needs and develop new programs and community resources as needed.
•Participate in Individualized Education Program (IEP) meetings as invited and facilitate transition meetings on occasion.
•Participate in leading the job development and placement activities in the region in collaboration with Employment Services staff and serve as a liaison to the career center network.
•Provide general oversight of staff proficiency with the agency’s consumer tracking system.
•Assess needs and recommend ongoing professional development for staff.

Required Qualifications:
•Knowledge of the principles, techniques and methods of supervising vocational rehabilitation, social work, and case management practices.
•Ability to communicate effectively with professionals.
•Ability to communicate effectively with consumers and their families/support network.
•Knowledge of the psychological, social, educational and health issues facing individuals who are blind.
•Capacity to learn and apply agency policies and procedures including fiscal guidelines for purchasing services for consumers.
•Talent for serving diverse populations and familiarity with disabilities in addition to blindness.

Preferred Qualifications:
•Knowledge of government and community agencies responsible for providing benefits and services to children and adults who are blind.
•Ability to handle confidential information with an understanding of diversity and the importance of fostering an open and respectful work environment.
•Proficiency with Microsoft Office applications including Word and Outlook.
•Experience in using electronic case management or similar client information systems.

Applicants must have at least (A) Master’s degree or higher in Rehabilitation Counseling from a Council on Rehabilitation Education (CORE) accredited university program, or a certification as a Certified Rehabilitation Counselor (CRC) by the Commission of Rehabilitation Counselor Certification or licensure as a Licensed Rehabilitation Counselor and (B) three (3) years of full-time or equivalent part-time experience in vocational counseling, job placement, career counseling and guidance, assessment and vocational evaluation, job development and services for employers, of which one (1) year must have been in a supervisory or leadership capacity or (C) any equivalent combination of the required experience and the substitutions below.

Based on assignment, travel is required; incumbents who elect to use a motor vehicle for travel must have a current and valid motor vehicle driver’s license at a class level specific to assignment.

Applicants working with deaf and hard of hearing consumers must be proficient in American Sign Language (ASL) and may be required to demonstrate ASL proficiency through assessment by agency staff.

I. A Master’s degree or higher in a related field such a Rehabilitation Administration/Services, Disability Studies, Vocational Assessment/Evaluation, Psychology, Developmental Psychology, Social Work, Human Services, Education, Special Education, Occupational Therapy, Counseling (Mental Health, Education, Psychology), or Substance Abuse Therapy and one (1) year of full-time or equivalent part-time experience in vocational counseling, job placement, career counseling and guidance, assessment and vocational evaluation, job development and services for employers may be substituted for the required (A) education. Relevant internship experience will be considered.
